Subject : Payment of Dearness Allowance to Railway employees - Revised rates effective from 01.07.2010.


Please refer to this ministry"s letter to even number dated 26.03.2010 (S.No PC-VI/194, RBE No 45/2010) on the subject mentioned above. The President is pleased to decide that the Dearness Allowance payable to Railway employees shall be enhanced from the existing rate of 35% to 45% with effect from 1st July 2010.

2.The provisions contained in paras 3,4 & 5 of this Ministry"s letter of even number dated 09.09.2008 (S.No. PC -VI/3. RBE No 106/2008) shall continue to be applicable while regulating Dearness Allowance under these orders.

3.The additional installment of Dearness Allowance payable under these orders shall be paid in cash to all railway employees.The arrears may be charged to the salary bill for September 2010 and no honorarium is payable for preparing separate bill for this purpose.

4.The issues with the concurrence of the finance Directorate of the Ministry of Railways.

OFFICE MEMORANDUM

Subject:   Payment of Dearness Allowance to Centrel Government employees - Revised rates effective from 1-7-2010.------------------

      The undersigned is directed to refer to this ministry’s Office Memorandum No.1(3)/2009-E-II(B) dated 26th March.2010 on the subject mentioned above and to say that the president is pleased to decide that the Dearness Allowance payable to central government employees shall be enhanced from the existing rate of 35% to 45% with effect from 1st July 2010.

2 .     The provisions contained in paras 3, 4 and 5 of this Office Memorandum No.1(3)/2008 29th August,2008 shall continue to be applicable while regulating Dearness Allowance under these orders.

3.     The additional instalment of Dearness Allowance payable under these orders shall be paid in cash ro all Central Government employees.

4.    These orders shall also apply to the civilian employees paid from the Defence Services Estimates and expenditure will be chargeable to the relevant head of the Defence Services Estimates.In regard to Armed Forces Personnel and railway employees separate orders will be issued by the Ministry of Defence and Ministry of Railways, respectively.

5.     In so far the persons serving in the Indian Audit an Accounts Department are concerned, these orders issue after consultation with the Comptroller and Auditot General of India.

Cabinet approves 10% hike in DA for central govt employees

Ahead of the festive season, the central government on Thursday raised Dearness Allowance by 10 percentage points to 45 per cent of basic pay, benefiting about 88 lakh employees and pensioners.


The decision to provide higher DA to employees will cost the exchequer an additional Rs 9,303.2 crore per annum, an official spokesperson said after a meeting of the Union Cabinet, where it was decided to raise the allowance.

The new DA will be paid to central government employees and pensioners with effect from 1st July, 2010, and the burden during the current fiscal has been estimated at Rs 6,202.1 crore.

"Increase in DA is in accordance with the formula based on the recommendations of the Sixth Pay Commission," the spokesperson added.

The existing rate of DA, which is paid as percentage of basic pay to compensate employees for the rising cost of living, is 35 per cent.

The increase in DA comes ahead of the Dussehra and Diwali festivals in October and November, respectively.

The decision will benefit about 50 lakh central government employees and about 38 lakh pensioners.

The Union Cabinet today decided to release an additional instalment of Dearness Allowance (DA) to Central Government employees and Dearness Relief (DR) to pensioners w.e.f. 1.7.2010 representing an increase of 10% over the existing rate of 35% of the Basic Pay/Pension, to compensate for price rise.

The increase is in accordance with the accepted formula, which is based on the recommendations of the 6th Central Pay Commission.

The combined impact on the exchequer on account of both Dearness Allowance and Dearness Relief will be of the order of Rs. 9303.2 crore per annum and Rs. 6202.1 crore in the financial year 2010-2011 (for a period of 8 months from July,2010 to February, 2011).

The much awaited official announcement of the additional Dearness Allowance for Central Government Employees and Pensioners is expected to be announced tomorrow after the cabinet meeting.



Sources said that cabinet to be announced tomorrow, the additional enhanced Dearness Allowance effective from July, 2010 is 10% and the total of 45%.

Punjab warns protesting teachers

The Punjab government Monday appealed to the protesting teachers of a training programme to resume their duties and warned that those who do not immediately do so would be marked absent, an official said.

Declaring the ongoing week-long agitation of elementary teachers training (ETT) programme as 'illegal and irrational', the government spokesperson assailed the adamant attitude of the ETT teachers and their leaders.


The ETT teachers are seeking shifting their services from the panchayati raj institutions (PRIs) to the state's education department.


In the last one week, nearly 200 ETT teachers, including women, were arrested by the Punjab police for carrying out protests at various places.


The spokesman said that the demands were unjustified and their protests have affected the studies of thousands of students in rural areas.


'Any attempt to disturb the existing framework would not only be detrimental to the process of rural development but also against the basic spirit of the Constitution,' he added.


He disclosed that 13,034 ETT teachers working in 5,752 schools had already been granted all benefits at par with other government school teachers in terms of the payment of dearness allowance (DA), annual increment, opening of Contributory Provident Fund (CPF) account, clearance of probation periods and regular payment of salaries.

OFFICE MEMORANDUM



Subject: Grant of Dearness Allowance to the employees of the State Government w.e.f. 01.01.2010.



In continuation of this Department's OM of even number dated the 22nd September, 2009, the Governor, Himachal Pradesh, is pleased to enhance Dearness Allowance from the existing rate of 27% to 35% with effect from 01.01.2010.



2. This additional Dearness Allowance of 8% (8 percent) shall be paid in cash with the salary of August, 2010 payable in the month of September, 2010 and the arrears accrued from 01.01.2010 to 31.07.2010 may be credited in the GPF account of the employees. The interest on this account shall accrue w.e.f.01.09.2010.



3. Other terms and conditions as contained in OM of even number dated 26th August, 2009 shall continue to be applicable.



4. These orders will be applicable to employees covered by HP Civil Services (Revised Pay) Rules, 2009 and Work charged employees working in Government departments. These orders will also apply to All India Services Officers, HP Judicial Services Officers and State Government employees covered by UGC Pay Scales.



5. As far as the PSUs/ Universities / Autonomous Bodies / Boards etc. are concerned, the managements of these PSUs / Universities Autonomous Bodies / Boards etc. would take an appropriate decision in this regard, considering the availability of resources in their organizations.



6. In case of Government employees who have retired or who have closed GPF accounts and employees who are governed under Contribution Pension Scheme, the arrears on account of release of additional instalment of DA w.e.f.01.01.2010 may be paid in cash.



7. The amount of "Adjustable Emoluments", if any, as mentioned in OM No. Fin(PR)-B(7)-1/2009 dated 9.9.2009 and 12.10.2009 shall be adjusted against the DA arrear and the net amount shall be credited in the GPF account of the employees.

Basis of Dearness Allowance:-


Dearness Allowance is granted to compensate the price hike above 536 points(Base Year 1982=100) 115.76 Points(Base Year 2001=100), to which the revised pay scales relate. This will be sanctioned twice a year, payable from first Januray and first July, reckonedon the following basis...


(i) The twelve monthly average price index above 536/115.76 Points is determined twice in a year for the period ending December and June.

(ii) The percentage increase is taken in whole number only and the fraction ignored.


(iii) Neutralization will be 100% uniformly for all employees.


Calculation of Dearness Allowance:-


(a) Dearness Allowance is paid on the Basic Pay as defined in FR 9(21)(a)(i)+NPA, if any (Personal Pay, Special Pay, etc., not included).

(b) Fractions of 50 paisa and above to be rounded off to the next higher rupee and less than 50 paisa ignored.

(c) For part of a month, rate of Dearness Allowance to be applied on the rate of pay+NPA and then Dearness Allowance for the number of days calculated.


(d) In the case of daily-rated worker, monthly pay reckoned at 26 times his basic daily wages. Hence for part of a month, calculation of Dearness Allowance will be on Monthly pay + 26 x Number of days.

Whether Dearness Pay is counted as basic pay for recovery of 10% for Tier-I?

As per the New Pension Scheme, the total Dearness Allowance is to be taken into account for working out the contributions to Tier-I. Subsequently, a part of the “Dearness Allowance” has been treated as Dearness Pay. Therefore, this should also be reckoned for the purpose of contributions.


Whether contribution towards Tier-I from arrears of DA is to be deducted?

Yes.
Since the contribution is to be worked out at 10% of (Pay+ DP+DA), it needs to be revised whenever there is any change in these elements.
